Total Energy Consumption

Per capita energy consumption was 0.52 toe in 2021, including about 690 kWh of electricity. This is relatively low compared to neighbouring countries.

Total consumption reached 8.8 Mtoe in 2021, after a rapid increase over 2008-2019 of around 7%/year before slowing down.

Biomass now shares the first rank of the energy mix with oil (40% each in 2021), after declining due to the increased use of oil, coal, and hydro. Coal accounts for 12%, while primary electricity (hydro and imports) makes up the remainder.

Crude Oil Production

Production of crude oil only lasted 8 months, from December 2020 to August 2021, in Apsara field (Block A), before the operating company declared bankruptcy and failed to reach its minimum production levels.

Cambodia and Thailand share a maritime area called OCA (Overlapping Claims Area) of 27 000 km², which holds a large quantity of oil and gas. Estimates show that the area can contain up to 312 bcm of natural gas. An MoU for joint development efforts was signed in 2001 but then suspended in 2009. In September 2022, both parties were ready to reopen talks on OCA.

Renewable in % Electricity Production

The new Power Development Plan (PDP 2022-2040), which was released in December 2022, forecasts that the share of renewables in the total power mix will be raised to 63% by 2040, including a 30% share of hydro (about 3 GW) and 32% share of solar PV (3.2 GW).

The objectives of the previous PDP 2008-2021 to reach a capacity of 2.77 GW of renewables in 2020, including 2.24 GW of hydropower, was not reached (only 1.33 GW of hydro installed).

CO2 Fuel Combustion/CO2 Emissions

In its updated NDC (2020), Cambodia aims to reduce its GHG emissions by 42% in 2030 (i.e. -64.5 MtCO2e) with international support, representing a 50% reduction for the AFOLU sector (Agriculture, Forestry and Other Land Use) (-38 MtCO2e) and 40% for the energy sector (-13.7 MtCO2e). It strengthened the previous NDC by including the AFOLU sector and levelling up the ambition of climate mitigation targets.
