  • Institutions & Energy Policy

The Ministry of Hydrocarbons and Energies supervises the energy policy and the development of the energy sector in the country through five vice ministries: Hydrocarbon Exploration and Exploitation (hydrocarbon exploitation), Industrialisation, Transport, and Storage of Hydrocarbons (export, trade, storage, and transportation of oil and gas), Energy Planning and Development (hydrocarbon develop

  • Energy Supply

    Oil:

The production of liquid hydrocarbons (crude oil and condensate) has been decreasing since 2014 (-25%), reaching 2.4 Mt in 2022. Previously, it had grown at around 8% per year between 2010 and 2014 and peaked at 3.4 Mt in 2014. There are no crude oil exports.

Bolivia has 2 large refineries: Gualberto Villarroel (35 kb/d), Guillermo Elder Bell (24 kb/d).

  • Energy Prices

    Oil:

Since 2000, the Government has been controlling diesel prices in order to limit the impact of the large fluctuations of international exchange rates.

Since 2017, the prices of gasoline and diesel have remained stable at around US$0.62/l and US$0.54/l, respectively.

  • Energy Consumption

Per capita energy consumption stood at 0.8 toe in 2022 (including 770 kWh of electricity), 39% below the average for Latin America.

Total energy consumption increased rapidly since 2020 (10%/year), reaching 9.6 Mtoe in 2022. It had increased rapidly between 2010 and 2019 (4%/year).

  • Issues & Prospects

    Gas:

In 2020, only 29% of the population had access to gas. The PDES 2021-2025 set a target of 39% coverage by 2025.
