  • Institutions & Energy Policy

The Ministry of Mines and Energy (MME) is in charge of the energy policy through the Department of Energy.

The main policy objectives are the following: supply at accessible prices; a reliable electricity supply and prices high enough to facilitate investments; the promotion of the exploration of energy resources; the promotion of energy efficiency; and, finally, the minimisation of ...

  • Energy Supply

Little is still known about the country's potential resources. The economically exploitable hydroelectric potential is around 19 TWh and the gross theoretical potential is 88 TWh (2016). The crude oil resources are estimated at 183 mbl and natural gas resources are around 50 bcm (2016).

  • Energy Prices

Electricity prices are rather high and vary greatly because of the absence of a unified national network and the importance of oil in the production of electricity. Electricity prices are around US$18c/kWh for households and US$19c/kWh for industry. Prices are expected to decrease as the share of coal increase in the generation mix.

  • Energy Consumption

Per capita energy consumption was 0.48 toe in 2016, including about 379 kWh of electricity.

Total consumption has been increasing rapidly since 2008, at around 10.4%/year and reached 7.6 Mtoe in 2016. Biomass still dominates the energy mix (57% in 2016), although its contribution has been declining due to the increased use of coal and hydro. Oil ranks second in the energy mix, but its ...
