Highlights

  • The country targets a share of 25% of renewables in the electricity mix in 2035 (excluding large hydro) and a 35% reduction in GHG emissions by 2030 compared to 2010.
  • Eneo is the main power generator.
  • Perenco and Victoria Oil & Gas are the key players in the country's oil and gas sector.
  • Electricity generation has been growing very rapidly since 2012 (6%/year).
  • Since a fire incident in 2019 at the country's sole refinery, all oil products have been imported.
  • The government plans to halve subsidies on gasoline and diesel in 2023.
  • Biomass covers around 2/3 of total energy consumption.
  • Cameroon plans to reach 6 GW of capacity by 2035 through the construction of several hydropower plants.
  • Investments are being made to renew, strengthen, and extend transmission and distribution networks to meet electrification targets.

  • Institutions & Energy Policy

The Ministry of Water and Energy (MINEE) is in charge of the design and implementation of the national energy policy.

  • Energy Companies

    Gas:

Victoria Oil & Gas, through its subsidiary Gaz du Cameroun (GDC), is developing the Logbaba field, which started producing in 2012. It is also exploring the Matanda block (75% GDC, 25% Afex) and owns and operates the Logbaba gas processing plant. With an investment of US$110m, Victoria now holds the totality of the project and a production licence of 25 years.

  • Energy Supply

    Resources:

Cameroon has significant gas reserves (179 bcm, end of 2021), but modest oil reserves (27 Mt). Cameroon has the second greatest hydroelectric potential in Africa: 23 GW of technical potential, 40% of which is exploitable under good economic conditions (105 TWh/year). Wood reserves are abundant, especially in the southern part of the country.

  • Energy Prices

    Oil:

In 2022, prices of oil products decreased, whereas international oil prices increased. Average prices were US$1.01/l for gasoline and US$0.92/l for diesel. In 2022, the government spent around XOF700bn on oil products subsidies to prevent a price surge for consumers. In 2023, the government plans to cut these subsidies by 50%, to CFAF 350bn. Consequently, prices are expected to rise.

  • Energy Consumption

Total energy consumption per capita is 0.4 toe, including 255 kWh of electricity (2021).

Total energy consumption has increased by 3%/year since 2016, reaching 10.6 Mtoe in 2021, after more rapid growth between 2010 and 2015 (5.5%/year).

  • Issues & Prospects

    Electricity:

According to the long-term electricity sector development plan (PDSEN-2035), electricity demand is expected to reach between15 TWh (median growth scenario) and 17 TWh (high growth scenario) in 2035, mainly driven by rapid growth in industry (7-9%/year).

In its NDC, the country planned to reach 6 GW of capacity by 2035 (compared with 1.7 GW in 2021).
