  • Institutions & Energy Policy

    The General Directorate for Energy and Climate (DGEC) of the Ministry for Energy Transition (MET) is responsible for the development and implementation of France's energy policy.

    The Energy Regulation Commission (CRE) regulates the electricity and gas markets.

  • Energy Supply

    Oil:

    In 2022, imports of crude oil rebounded by 21% to 41 Mt, due to a rise in the production of refined products, which increased by 16% to 42 Mt. Consequently, imports of refined products declined by 9% to 41 Mt.

  • Energy Prices

    Electricity:

    Since 2016, electricity prices for industry rose by an average of 6%/year, including 23% in 2022 to €13c/kWh, and electricity prices for households by 4%/year to €20.7c/kWh. Taxes account for 5% of prices for industry in 2022 (compared to 24% in 2017) and 23% for households (36% in 2017).

  • Energy Consumption

    Consumption per capita stood at 3.1 toe in 2022 and is around 7% above the EU average. Electricity consumption per capita is 13% higher than the EU average due to the high penetration of electric heating (6 300 kWh in 2022).

  • Issues & Prospects

    According to the revised PPE (2020), total energy consumption of fossil fuels in the reference case is planned to decrease by 35% by 2030, compared to 2012, with a reduction in consumption of 80% for coal, 34% for oil, and 22% for gas. Final energy consumption is planned to shrink by 16.5% in 2028 (relative to 2012).
