  • State-owned Samruk-Energy is the largest power producer, with 30% of total production.

  • Institutions & Energy Policy

    The Ministry of Energy oversees the energy sector. It was created in 2014 following the merger of three Ministries ("Oil and Gas", "Industry and New Technologies" and "Environment and Water Resources"). This supersized Ministry was created to tackle the declining exports to Russia and the stagnant domestic oil production.

  • Energy Supply

    Gas:

    Gas marketed production has been decreasing rapidly since a peak at 39 bcm in 2018 (-10%/year), reaching 25 bcm in 2022. It increased fourfold between 2000 and 2018.

    Tengiz accounted for 35% of the country's gross production in 2022, followed by Kashagan (15%) and Karachaganak (13%).

  • Energy Prices

    Oil:

    The price of oil products is quite low. In 2022, the price of gasoline remained at its 2021 level (US$0.38/l). The price of diesel has increased by 14%/year since 2020 to US$0.47/l. Previously, the price for gasoline had increased slightly in 2021 (+5%) after a 7%/year reduction over 2017-2021. Diesel prices had been decreasing by 7%/year since 2017.

  • Energy Consumption

    Per capita consumption is about 3.7 toe and around 4 100 kWh of electricity (2022).

  • Issues & Prospects

    Electricity:

    In its Strategy 2050, Kazakhstan expects electricity demand to reach 135 TWh in 2030 and 170 TWh in 2050.
