  • Institutions & Energy Policy

The Ministry of Economic Affairs and Climate Policy (EZK), through the Directorate-General for Climate and Energy, oversees the establishment of national energy and climate policies.

The Ministry of Infrastructure and Water Management, through the Directorate-General for the Environment and International Affairs (DGMI), is responsible for environmental policy.

  • Energy Supply

    Resources:

The Netherlands has significant natural gas reserves (659 bcm of proven reserves at end-2019), 75% of which come from the Groningen field. According to a 2013 study, the Netherlands has from 200 to 500 bcm of technically recoverable reserves of shale gas. Oil resources are scarce (17 Mt at end 2019).

  • Energy Prices

    Electricity:

In 2019, electricity prices for households and industry were €c22.9/kWh and €8.7c/kWh, respectively. They increased by 41% and 13% since 2017. The sharp increase in 2019 is mostly due to a rise in the renewable energy surcharge.

The Energy Tax on electricity consumption has been raised several times since its implementation in 1996, from €1.34c/kWh to just over €9.9c/kWh for ...

  • Energy Consumption

Energy consumption per capita (4.1 toe in 2019) is 24% higher than the EU average, mainly because of the large refining and petrochemical industries. Per capita electricity consumption is 6 400 kWh, which is 14% above the EU average.

After a 1.4%/year increase over 2015-2017, total energy consumption decreased by -2.1% in 2018 and 2019 to 71 Mtoe.

    Natural gas occupies a ...

  • Issues & Prospects

According to NEO 2019, the primary and final energy consumptions are forecast to decline by 10% and 7%, respectively, over 2018-2030. The decline would mainly come from space heating for final consumption and would mostly affect natural gas for primary consumption.
