    The energy sector is under the supervision of the Ministry of Public Works and Communication (MOPC), and more particularly the Vice Ministry of Mines and Energy.

    Although poorly endowed with hydrocarbon resources, Paraguay is a country with a large hydroelectric potential (economically exploitable resources estimated at 68 TWh) that is already well developed both on a national level and in collaboration with the Mercosur countries.

  • Energy Prices


    Electricity tariffs are not subject to tax. Since 1995 (end of the monopoly) electricity prices have been based on fixed costs. They have been fairly stable over recent years. They are US$6.2c/kWh for the residential sector and US$6.8c/kWh for industry (2016). The large share of hydropower results in relatively low power prices compared to other countries in South America.

  • Energy Consumption

    Total energy consumption stands at 0.87 toe/capita and 1 640 kWh/capita for electricity (2016).

    In spite of its hydroelectric wealth, total energy consumption is still dominated by biomass (40%), followed by oil (37%) and hydroelectricity (23%) (2016).
