Highlights

  • The country aims at reducing its fossil fuel consumption by 20% and reaching 60% of renewables in its energy mix by 2030.
  • Almost all the capacity is based on multinational hydropower plants that are operated jointly with other countries: Itaipú with Brazil and Yacyretá with Argentina.
  • Paraguay is the largest power exporter in South America and one of the largest worldwide.
  • Power generation relies almost entirely on hydro.
  • Oil product consumption is entirely covered by imports.
  • Diesel prices are 50% higher than the average for South America, while electricity prices are among the lowest in the region.
  • Energy consumption per capita is 22% lower than the average for South America.
  • Oil and biomass cover 80% of total energy consumption.
  • The transport sector accounts for the largest share of final energy consumption.
  • The households sector is the largest electricity consumer.
  • Four solar projects totalling 500 MW have been announced.
  • A 300 MW green hydrogen project is underway.
  • EBC is investing in the first advanced biofuel plant in the southern hemisphere: Omega Green.

  • Institutions & Energy Policy

The energy sector is under the supervision of the Ministry of Public Works and Communication (MOPC), specifically the Vice Ministry of Mines and Energy.

  • Energy Companies

    Electricity:

ANDE (Administración Nacional De Electricidad)is the national electric utility. It is still vertically integrated.

  • Energy Supply

    Resources:

Although poorly endowed with hydrocarbon resources, Paraguay has a large hydroelectric potential (economically exploitable resources estimated at 68 TWh) that is already well developed both on a national level and in collaboration with Mercosur countries.

  • Energy Prices

    Oil:

In 2022, gasoline prices reached US$1.18/l, down from US$1.28/l in 2021, while diesel prices remained stable at US$1.35/l. Due to falling global oil prices and government-imposed price caps, prices fell considerably between 2013 and 2017 (13%/year), then resumed an upward trend until they fell again to US$0.88/l for gasoline and US$0.86/l for diesel in 2020.

  • Energy Consumption

In 2021, per capita energy consumption stood at 1 toe, 22% lower than the average for South America. Per capita electricity consumption reached 1 898 kWh, down from 1 923 kWh in 2020.

Total energy consumption stood at 7.5 Mtoe in 2021, reaching an all-time high after it had fallen to 7 Mtoe in 2020, its lowest level since 2016.

  • Issues & Prospects

    Gas:

An agreement between Bolivia and Paraguay was signed in 2019 for the construction of a 900 km gas pipeline, with a capacity of 2.2-3.6 bcm/year, between southern Bolivia and Asunción. The project, however, remains uncertain.
