  • Institutions & Energy Policy

The Ministry of Industry and Trade (MOIT) supervises the energy sector. Within the MOIT, the General Directorate of Energy (GDE) administers the planning of the nuclear, thermal and hydro power sectors, as well as the oil, gas and coal sectors. GDE is organised into three Departments: Electricity and Renewable Energy, Petroleum and Coal, and Energy Saving and Sustainable ...

  • Energy Companies

EVN (Electricity of Vietnam), a public holding under the supervision of the MOIT, has been the country's national electricity company since 1995.

  • Energy Supply

Vietnam has significant energy reserves: 100 TWh of economically exploitable hydro resources (as of end 2017), 3 116 Mt of proved recoverable coal reserves (as of end 2017), around 200 bcm of proven natural gas reserves, and 600 Mt of crude oil reserves (end of 2018). The vietnamese oil reserves are the third largest in Asia behind China and close to the Indian's one.

  • Energy Prices

The costs of transmission and distribution, as well as the minimum and maximum production tariffs, are determined by the Regulatory Authority. Since 2017, EVN is allowed to raise the average retail price of electricity by between 3-5% without the need to secure approval from MOIT. For increases of more than 5% but less than 10 %, EVN must request permission from MOIT.

  • Energy Consumption

Energy consumption per capita is low, at 0.87 toe and 1 810 kWh for electricity in 2017 (vs 1.4 toe and 2 440 kWh on average in Asia).

Since 2000, total energy consumption has increased at the significant rate of 6.5%/year, reaching 84 Mtoe in 2017. The share of coal is growing rapidly, from 15% in 2000 to 35% in 2017. Biomass still plays an important role, although its market share ...

  • Issues & Prospects

According to Vietnam's 2020 strategic plan, energy consumption should increase by almost 40% to 100-110 Mtoe by 2020.
